The real killer for someone interested in being legal in all respects as well as protecting himself with proper liability insurance is that it drives your costs up pretty substantially and you can't begin to compete with the scab bootleggers who JUST DO IT because they can. Got a truck, got a trailer, what the heck, haul some equipment for folks for a few bucks under the table...
Not a smart thing to do but then not everyone is smart.
Same sort of thing prevents a properly licensed, legal, insured operator from making a few bucks on the side with his tractor brush hogging or ... there are always some good ole boys out there willing to do it on the cheap who didn't waste $ on insurance and credentials. Sure, they may go out of business due to not making enough to cover contingencies like repairs but they could temporarily afford a few more 6 packs and for every one dropping by the wayside there are more to replace him.
In some areas equipment hauling is like that too.
