I had a similar problem with a Volkswagon that I used to have. In this case it was a 6 volt electrical system. I replaced everthing like you did and still had the problem. I found that the problem was a bad (i.e., high resistance) wiring connection in the starter circuit that was causing a voltage drop to the solenoid so that it would not operate but just click. You probably have the same type of problem with your utility vehicle. In my Volkswagon I just wired in a new stater button using heavy gauge wire from the battery to the solenoid and never had the problem again.
