What is used to install V ditch drainage?
I am looking for something that digs about 18 inches deep
and about 18-24 inches wide at top of V ditch.

Backhoe(?). That's the only thing I know of for a ditch that wide and deep, unless you have a dozer or something with some kind of a ripper. What's it going to be for, more info?

It is for seasonal drainage ditches in flood plain.
Something like a very deep furrow. Long distances,
so backhoe a little slow for this.

Maybe something along the line of a Ditch-Witch trencher. They have varying width/depth trenchers for soil or rock (pretty pricey though). Rental company's usually have some, you didn't say if you wanted for short term project, or if you wanted for keeps.

I want it for keeps and I have thousands of feet to put in each fall.
I am looking for something that leaves the soil mounded next to trench
for filling in after wet season. I also need something that runs on a 50hp or less with Cat 1 hitch and a single PTO.

How about a single shank chisel plow with a mole ball. The mole ball will leave a 6 inch tunnel under the ground for the water to run through and at the end of the wet season you just drive over the plow marks on the ground to collapse the tunnel.

The somewhat smaller scale solution is a middle buster. Your desired ditch dimensions are too big for most but perhaps you can do more ditches. I have had no problems making very deep ditches with a box blade, it just takes a bit of time and the steepness of the ditch is limited by the tippiness of your tractor.

Draining out a "floodplain" eh? You don't want to know the kind of trouble that will get you in. It is a sad state.

No problem draining it as that is how it is done on all the farmland in the area...
It is ag zone, no critical areas. The land currently has old drain tile about 18" down.
