If I am using a two stage pump (22 gpm lo - 7 gpm hi) and I connect that to a spool valve that can only handle 20 gpm will I blow the valve out ? I will lose the capacity of the pump though even if the valve is power through

The extra 2 GPM shouldn't blow the valve or damage the pump, because the pump goes into lower flow at higher pressures. It will create some restriction in the valve forcing the pump to little higher pressure when flowing at low pressure. Way to find out how much restriction the valve creates is tee in a guage at inlet of the valve and run the pump at full open flow (no spool function) then put the guage at outlet and do the same test. Difference in pressure readings is the restriction of the valve.

Volume of fluid determines the speed of operation. Pressure determines the force on all the parts in a hyd system

You will be fine. Your "low" pressure will run a little higher due to restriction running through the valve, but it should retract your cylinder fine. Nothing will blow up and you won't loose any capacity.
