If your wheels are 2 part (rim & separate spider) then the rim offset can be inward or outward. Some tires are directional, so even this condition affects the rim placement. If these are your front wheels, it's possible they have been place in that position to match the rear track width.
I mount the steered wheels on my lawn mower with the valves inward to avoid hitting them in high grass or sticks which can cause them to be sheared off.
