Venting propane water heater in basement through top of basement wall?

My sister has her furnace and HWH heater vented through the wall with PVC (separate pipes) and there has never been an issue. She has a CO detector very close to the nearest window. I have power venter on my boiler ( also heats my HW so it runs in the summer too )right below my bedroom window. There is a CO detector in an outlet right under the window. Never an issue. Around here most newer furnaces, HWH and gas fireplaces are direct vent PVC through the wall. If it meets code and is acceptable practice from manufacturer I would not hesitate to vent out the wall.
