Looks like you drive a ford. Do you have a 7.3 or 6.0

7.3l is 16 quarts
6.0l is 15 quarts

Believe it or not it depends on the year of the 7.3 PSD as to how much oil it takes. They changed the oil pan at some point. My 2000 takes 15. It's over full if I add 16.

Not necessarily. Could have been that all of those were franchise locations :

More likely, the company HQ does not encourage or condone such activities, either officially OR unofficially, but doesn't do much to actively prevent it, either. Do a search on Jiffy Lube and you'll find plenty of the same.

Goodyear is not one bit better. They rent thier name, but will NOT stand behind any shop. "It's an independently owned franchise - we have no control."

The way you make money on this kind of business is an open invitation to such fraud.

You are at the mercy of the local shop. Might as well find an independent garage that is honest (hard to do, I know), and pay a bit more for your work. It will be much cheaper in the long run.
