I guess you people test the oil/fluid before taking it right? If you do, I guess you have to make an appointment for the town or cities people? They would not fly in our city of 70K + people. It is open and we all leave it where they tell us.
Our City and a few others, along with businesses take it without question. They have to and prove to me that the fluid is not what is in the bottle or any bottle. If they do not take it, the people wil just put it in the trash barrels.
My cities people on Saturdays (OT for them) are no where to be found. IF they do "pop up" they say leave it they by the tub and we will pour it in. I see you are a Hazmat person and lets me say this, there is no hazmat person at the stations I go to and you are lucky to find "joe" a city worker there.
Yes most (and I mean a lot) have zero clue since a select few can tell what properties are in the fluid at that point. You can mix collant, hyd and oil in the same bottle and the people at the stations have just say we will take it. They "might look" at the color but I guess they are oil/fluid experts now. So now I guess the color is the key. Again mix fluids and they do not know nor care.
It is more of an enviromental issue since if they don't, (my taxes by there paycheck) you will have more dumping on the ground and my taxes dollars are wasted.
If some people are find it offensive I am sorry but they have to prove it to me what % of fluid is in my bottle and what properties of the fluid are in there. And NO ONE is going to do that no care to do it. It takes too much time and effort and people will not wait. If they have to wait something is very wrong. And what happens when the city gets it is there problem not mine. That is why I PAY them with my taxes, to do a job.
So that being said how do you test to verify (within certain parameters) what fluid is it? I would like to know this.
