Another way would be to put the bung in with a valve or faucet flip it upside, let the water settle and drain it out. Then I would put some fuel treatment for water in there. (After it has been flipped right side up of course. lol) Put pump and new filter back on, and pump away.
I had the same problem several years ago,, water in a diesel 55 gals plastic storage tank,, it does set up about 4 feet off the ground,, I put a block of wood 2x4 under one side and on the other side I drilled a 1/8" hole in it let the water drain out.. took a wood screw and screwed it in.. it still there and doesn't leak,, I was going to replace it with a valve but never got around to it..
