My camp, and most of the people I know up north with point wells put the tank at the well. They dig down a few feet so it doesn't freeze. The floor of my well pit is about 4' down, building sticks out of ground 2 feet or so, and is covered by 2-3 feet of snow. In the winter I put sort of a ceiling in with poly board about 3' from floor and some fiberglass over that. I have heated it with incandesent lights or heat lamps.
This year I left a milk house heater in there with one thermostat, and a heat lamp on another. Different brands that turned off at few degrees different, plus thermo stats are not at the same place.
Where you are at, just being down 4' feet may keep it warm enough.
My point is only 1 1/4 or 1 1/2. Going to the camp, about 30' feet is only 1".
