You might try spaying some carb cleaner in it. Probably won't help but you never know. You're probably going to have to take it apart and clean it up good. You'll need to buy a kit for it. Make sure you don't have a hole in the float if it is a brass one. The oil out the bellhousing will be either you're rear main in the engine if it's engine oil or the transmission input seal if its transmission oil. Either way I expect it will need to be split to fix it. I'd replace both while you're there and probably the clutch and throwout bearing too.
