Looks like a combination weathervane and lighnting arrestor - is it grounded? And I can't figure out what's on the lee end. What is it?

Yes, it's a combo. There is a cable attached. I couldn't figure it out either. I'm sure part of whatever it was is missing. Here's another on an adjacent building, and it looks like someone had some target practice with a .22 at one time. The in-laws are selling this farm soon, and I snapped a number of pics around the farm before it goes. They bought it about 30 years ago, and it was a place I enjoyed................chim
