Welded and now it won't start.

1 volt on your meter sounds about right . The meter does not have the correct resistance the ECU is looking for so it will not send the rest of the 12 volts . I use a windscreen washer motor to test Can Bus systems , when it spins , you have power . A normal test light wont even work with Can Bus .
