Boggen is correct that if you are seeing pressure the spool is shifting. Next step would be to watch the hoses on the lift circuit when you operate the valve. Do they look like they are getting pressurized? I.e. stiffen up? If yes is it one or both hoses. Like Boggen stated quick disconnects can fail and act like a check valve in the circuit. Usually they will allow flow in one direction and not the other but they can also completely fail.

I would say you are getting closer to solving your problem.

I got it figured out. On the back side of the valve there was a second piece to the check valve. It looks like a plug from the outside, and is keyed to indicate the direction. I did not realize it was directional and did not put it back in the correct direction when I first had the valve apart looking for obstructions. It is now in correctly and the valve is completely functional.
