It's probably the same rule that allows the International House of Pancakes. 
Our local nascar track (New Hampshire International Speedway) was bought out last year by the guy that owns the Las Vegas Motor Speedway and a few others. They changed the name to New Hampshire Motor Speedway, I guess that means no more international races... :laughing:
