Any flow restrictions will generate heat. The better way is to reduce the pump rpm by reducing engine speed.
If you reduce the GPM's, or pressure, then you also reduce the HP the sickle bar mower is developing.
The motor probably has a min speed to keep the motor lubed, etc.
Maybe you should look at another hyd motor that will run at the designed speed and torque,and develop the HP for the work. More displacement, and more pressure, = more torque.
There is a correlation between the torque curve and the HP curve, but I forget the best situation. I think it is where they cross or is the least separated, don't know for sure.
