Retired for 12 years I have no income per se. Would my fine be based on my social security? Real estate value? Dividends & cap. gains? Bank account balance?

A standard fine is easier. Same with parking meters or public parking fees.
Germany's income-graduated system is only applicable to more serious moving violations, not small things like parking tickets. There's a fixed component based on the severity of the offense, and then (IIRC) two other components based on number of offenses and income. It's actually a pretty good system, because as has been mentioned already, the fine that really buries a minimum-wager might be no deterrent at all for a higher wage earner.

It's based on your income tax filing, so as a retiree living on social security, yes... your penalty would be much smaller today, than back when you were working and bringing home regular income.

We have similar penalization schemes here, such as non-discrimination policies applicable to 401k's and other retirement savings options (e.g. Roth IRA, etc.). It's nothing all that unique.

Does a waitress get fined based on cash tips (?). I assume a call girl gets paid cash (? Do they accept a check or credit card? I don't know).

Better yet maybe a first offense fine (some $ amount), then 2nd offense license suspended (few days), 3rd offense suspended (30 days), etc.

That type of idiocy is why my electric bill in CA for an empty house with nothing running but a refrigerator, computer, and furnace/water heater at minimum settings is more than my bigger FL houser running AC 24/7 with me & wife occupying

Communism has gotten a bad rap from the Soviets, Chinese and so forth.
Bad rap??? 80-90 million deaths from famines (governments seizing grain to fulfill forced quotas), political executions (eliminate perceived threats), forced labor (millions died from disease and over work), mass deportations (forced from homes killing many), and concentration of absolute power (expendable masses always necessary to create a utopian society).

If the left keeps re-writing recent history in our schools, we'll be bound to repeat catastrophes of the past.

What's wrong with traffic ticket penalties based on income?

How about: uniform justice (same crime, same fine), NOT penalizing anyone for hard work and getting ahead, will induce infractions in a huge percentage of low income drivers?

I'm peeved after loosing my marbles...literally.
At my homeplace I found a big glass jar of marbles I probably had as a kid. I bring them home, it's raining and dark and they slip down onto wet leaves bursting. I get a pail picking through wet leaves and glass in the rain getting them up.

Exactly^^^Many fought & died for our freedoms and system. Real unchanged history should be taught in schools.

I agree.
Socialism/communism is a sound theory until human greed enters the picture, and it always has at some point. For that reason it eventually fails every time.
Look at the commune experiments that have occurred in the U.S.A. in the last 3 centuries, every one failed.
Apparently the next experiment might be NYC. It too will fail.
History shows no democracy has lasted much longer than 200 years, time will tell for us.

Look at the commune experiments that have occurred in the U.S.A. in the last 3 centuries, every one failed.

400 years... William Bradford moved the Pilgrims from a communal system, out of desperation, to private land ownership. After unleashing the power of capitalism, they flourished! (that's the part omitted from modern history books... doesn't fit their narrative).

Not really. One is a financial penalty used as a deterrent from breaking the law, the other is a purchase of goods and services. Totally unrelated.

Goods and services should not be scaled according to one's income, we're all buying the same thing. But for a financial penalty to actually act as an actual deterrent, those sort of need to be.

That would be one heck of a windfall for a police department! That might lead to targeting of wealthy individuals I suppose. A ticket for 1 mile per hour over is the same as a ticket for 11 miles per hour over around here.

That's really not correct.

San Marino, going strong since 301 AD = 1724 years, and counting

Icelandic parlaiment founded 930 AD, with a gradual slide into full democracy starting at that time

Even the UK, which is officially branded a "constitutional monarchy", is a form of democracy, that began in 1215 with the Magna Carta. Yeah, they have a "king", but he's more bounded by his parlaiment than our own president.

The reality is that modern democracy began with the US, hence the "shot heard 'round the world". There's little chance for modern democracies or republics to have lasted longer than ours, because we remain as the first and oldest among major world powers. As to the 1500 years that separated us from Rome, that's more about technology and other outside forces that favored monarchies.
