Ours vary. Yes, some are welded at the bottom, but others are just folded at the bottom with the sole welds at the handle tops. But even those welded at the bottom never seem to split at the seam. Rather, some sharp object usually tears thru the bag either side of the seam, and then it fails.
The solution is pretty simple, buy some reusable canvas bags and never have to worry about bags dumping your groceries or whatever on the ground and then bitching about it. Two of them easily hold as many items as four or five plastic bags.
I bought four of them a few years ago and keep two in each truck. That has cut way down on the number of plastic bag I have to recycle.

I'm sure this has been posted, but doing it anyway: Brick and Mortar stores that don't have anything. Wall clock in the shop died, looking at Blowe's and Home Creepo, 1200 clocks in the warehouse, not a single one in any store. Have to order it and wait 4 days.

Go on Amazon, get the one I want, will be delivered TO MY DOOR in 4 days, same price. No sympathy for stores losing business to Amazon in this situation.
Update: My clock was delivered TODAY. I ordered it yesterday, got it for the same price as Blowes, including shipping. Exactly the one I wanted.

I have this in garage I bought years ago in an antique store. Finks Jewelry headquarters is in Roanoke, Va. Founded in 1930. I'm thinking clock is from 1950s and it's15" diameter. I keep it unplugged because after a lightning strorm the ac motor was blown. I had a time finding a replacement.

Two problems:

1. Keeping them in the vehicle. Not a huge challenge, but something to remember.

2. I'd have to buy baggies for all the things I presently use those grocery bags for! We use more than half of those we bring home, for other things.

We use the reusable bags, one store takes $.05 off for every bag used. Not that much but okay. We have had several of the cheap store bags blow out at the bottom.

I go thru a lot of onions, typically buy them in 10 lb bags. Just the right size to re-use as grocery bags, I'll keep a couple in the car. Also work good as an emergency flag if I'm carrying something long in my truck. :ROFLMAO:
