So far in many applications the savings are not really savings.
In that... the much higher cost of the bulb is often left out of the equation.
It is more akin to a transfer of cost.
On the rental side of things... folks are starting to take all "Their" lightbulbs with them when they leave...
That would be fine if I could rent a residential unit without light bulbs.
When flouresent T12 was mandated for kitchens... it was a real problem because tenants were constantly calling when the light did not work... people said they were not going to buy a 4' bulb and carry it home on the bus...
No one ever had a problem replacing incandesent bulbs and now they balk at changing out the new bulbs.
The most recent was a complaint from a Section 8 renter that said the light hurts her eyes and had Doctor letter to that effect.
Her neighbor put in the cheapest "Shop" T12 bulbs... the ones I had were enhanced spectrum GE which provide nice color rendering...
All of these green steps are just another hat for property managers to wear and spend time on...
