What is this attachment?

Does anyone know of what this is? Found it free at a sale and it fits my pin hitch, but figure something is missing. See attached images.

It looks like it could be a neck to a trailer / wagon. Have an old tractor wagon that is very similar.

Yes, it appears to be a swinging draw bar. It mounts on the tractor to let you offset your hitch to one side or the other so that your implement will line up better.

Looks more like a hitch to some piece of equipment that someone tried to make into something.. conclusion looks like scrap to me.

Yes, it appears to be a swinging draw bar. It mounts on the tractor to let you offset your hitch to one side or the other so that your implement will line up better.

My guess is to clear the PTO.

Pretty sure that is the case. Here is one from TSC that goes all the way around the PTO shaft: Tisco Swinging Drawbar Kit, SDA6 - Tractor Supply Co.
