It might be helpful if we could see the ends of the pieces coming out of the tubing.

Thanks Xfaxman. I guess I forgot to click on the picture.

The only thing I can think of is that the gadget might have held some type of directional antenna mast. If the holes at the bottoms of the legs were the only points of attachment it wouldn't have been very stable so that's probably a bad guess.
