In my opinion, yep. Seems like poor quality control and lack of customer service consideration when the documentation of products is missing basic information. Why force a customer to take extra time to call for basic product information that can easily be included online or in the manual? How would you feel if you had to call Kubota to ask them how much oil is needed for the B2620?
