Technically you are suppose to pay 'use' tax on anything you purchases tax free.. Thats why most states call it 'sales and use tax'..
A lot of ppl from VA go into NC and buy furniture (if the store delivers it to VA the store collects NC sales tax - if you pick up in NC they collect nothing but you are suppose to report it on your VA income tax).. the VA Tax Department sends auditors to the furniture stores years/quarterly/? to go through all the receipts and look for bill of sales with VA addresses and picked up by the customer.. They then send the customer a bill for the tax due.
CA may have something similar in place with neighboring states..
