Fast to very fast actually the flail hammers/knives work best at high velocity. 540 PTO is right. KennyV.

I have a Kuhn 72" flail that I have to run at 540 to be effective. Even with 45 hp at the pto, it stumbles in tough going. I tried running it on the 750 pto and idleing the tractor back, but the motor stumbles on a load.

If the Flail has a manual with it do what it says. I expect it will say 540RPM and if it does you don't want to exceed this. They have a lot of expensive bearings on them and you don't want to bust them up.
If it has no indication of what speed to run it at 540RPM is the best bet.
