You need to contact a county agricultural agent and get his/her input.
Florida has "Green Belt" classification for ag property.

He's not doing any improvements, the run off ditches have trees growing in them and the main trail is all rutted up. Instead of putting in a culvert, he just pushed dirt into the run off ditch to get between the fields. I don't know if he's putting anything back into the ground but I doubt it. It's time for him to go, I think I'll try hay. I can tell the county its planted even if I don't harvest it.

Sound like a ground raper or just figured he would be out so he didn't care. He made a lot of money off of depriving your land.

Yikes! Agreed that the renter needs to leave. There are good renters out there, but this guy doesn't sound like one. Our renter has been fantastic! He's graded ditches, maintained the culverts, keeps the fields looking like a million bucks, and even removed a spongy grove of junk trees that has been creating problems; He's even voluntarily raised the rental price.

If you want to plant something, but not have to harvest it, you could plant buckwheat. It'll choke out the other weeds and put nitrogen back into the soil. Mow it down, plow or disc it in, and plant something else when it's about done. The mowed stuff will put more nitrogen as well as good organic matter back into the soil.

Instead of booting him, tell hm the rent is 150 pr acre (going rate here in Michigan for row cropping) and see what he says before giving him the heave-ho..... A bird in the hand is better than a sharp stick.....
