What the heck is making these holes?

Repurposed lumber would mean you will never catch anything boring new holes. You might see mice & boring insects - but NO new holes. At least, not that size and type.

Any ideas what critters are making these holes?

Dunno but If it is insects of any kind you can kill 'em using Boric Acid dissolved in water. Hose the wood down with a strong solution and any bugs that get it inside 'em will die.
You could use Pyrethrin on the wood too.
Thing is you gotta know whether it's coming from above or beneath Why not put a camera on it ?

Hey folks, OP here. I am happy to Report, and that there are no new holes, nor are the existing ones getting any bigger. I guess it was just not holes after all!

Also, I broke a couple of boards next to the holes, and nothing is under there.

Too bad. It could’ve been something much more interesting!
