What the heck is making these holes?

Carpenter bees holes go in then make a turn to the side and if their still active you will see them going in and out, if they're active you can catch them by putting a glass over the hole.

The rats would not have to chew their way in, as there are plenty of access points (including a big space under the barn doors). And in any case, no rat or rodent of any kind could make such a smooth hole.

I kinda liked the suggestion to look up to see if there were similar holes in the roof.... that's funny....or scary.... or both.

But to tell the truth, I'm more than just a little bit curious now. Is there electricity nearby? If so, you can get a dome surveillance camera for about 50 bucks from lots of places - Amazon has them. They will detect motion, take lots of pictures even in the dark with IR bulbs built right into them, and then it will email you a picture of what it saw! It even has a memory card.

Interested? I'll gladly kick in for some of the cost. It would be worth it.

I have the same holes in my decking, I have watched carpenter bees go in and out, I fill them in with plastic wood and they seem to disappear..

1" holes seems way too large for them, though!.. I'd be scared of an insect with a body of 1" diameter, normal wasps and hornets hurt bad enough!!..

They don’t look 1 inch across to me but now that I’m looking at them closely I think I see teeth marks.

I'm guessing you have termites. It's not the termites making the holes, it's the woodpeckers trying to get the termites for you. I've never seen woodpeckers get into a barn before, but woodpeckers are the only thing I've seen make big round holes like that.

If the holes are cut from inside, there should be plenty of shavings or dust on the floor. Since these are just now appearing the sawdust should be fresh looking too, but I don't see anything on the floor other than usual barn dirt.
If they are cut from under the barn you should be able to see the sawdust below the holes, using a flashlight.
