In your area I would till it now and spend a couple of days getting it as smooth as you can. Have it smooth and seed bed ready for planting by the end of the month (September). Put out the seed heavy at 300 to 400 lbs./acre with a good starter fertilizer. Soil testing is a good idea too and will help you get a better handle on any amendments needed.
Blowing straw can be a big help if you have the facility to do so. Rolling the seed after covering helps a lot too.
