they didn't realize that the code meant you'd have to get the building inspector to approve nongraded wood
in most places (that I'm familiar with) municipalities etc. that are under a building code/ permit authority...unless it is a major structural component (beams, trusses etc) that have to be engineered...it is the responsibility of the builder/contractor/owner to use materials so approved/graded...and not the responsibility of the average building/framing inspector to check grade stamps on commonly framed structures...
and even with components like roof trusses etc... it is the responsibility of the manufacturer to use qualified materials...I doubt you will ever see building inspector check the grade stamps on engineered trusses etc...
