Always us a surfactant. Farmer 2009 is right except surfactants designed for use with herbicides work better than any household detergent.
Another option is Weedmaster; works well on all broadleaf stuff around here, but Crossbow is better on blackberries. Cheap--looks expensive when you buy it, but you use only half as much in a mix as you do Crossbow. Weedmaster kills clover in grass in the fall which Crossbow seems to miss.
Mix any herbicide according to directions. Going rich will give you real nice top kill, but it will kill the tops before it can translocate to the roots, so you get resprouting.
