whats the best way to open/inspect a oil filter?

i have a band saw but that would add shavings.what do the pro's do??

There is a proper cutter for that application I believe it is a chain type.If you really want one after market auto supply should be able to get you one.

Ditto u can get them at most HD engine makers like cummins, cat detroit etc..

When I worked at a Freightliner dealer , I would use an air chisel with a panel cutting tip. Peels it open like a can opener. Cut the paper open with a razor blade. I would burn some of the oil and if it "crackled" , it ment it had water/antifreeze in it.
