The tractor DOES shut off with the key now. At one point it didn't. I've messed with a bunch of things in the interim though, it could be as simple as a spring that I moved around when messing with the fuel lines. I don't know.
After 5" of rain in the last 24 hours I'm not going to be doing much tractoring anytime soon and I'm going to be going out of town for 10 days after that so I'll just see what my friend thinks when he looks at it. If I get a chance I'm going to run the threaded connections to the injector pump (I've just messed with the rubber fuel lines so far, I haven't actually pulled the threaded connections) and see if there is anything plugging those.

" Did you meant to say "wouldn't" cause fuel starvation? The main line that was on there was 5/16" that I replaced and the others looked to be 1/4" but could have been something metric - they weren't labeled, and I replaced them with 1/4". The 1/4" lines seem to be bypass lines only though, all the real fuel lines going from the injector pump to the individual cylinders are metal.
