I had the same problem and found that there is a fuse (15 or 20 Amp) That is in a clip on holder attached to a wire that runs on the bottom of the engine compartment to the engine. Check it to see if it is good and connected correctly. Mine was a good fuse but had lost connection because of vibration. I fixed it and my 425 started again very easily.

I had the exact same failure on my 422. One end connected to the starter large electrical terminal. By the way this is an open circuit not a short circuit. This fuse holder is subjected to a lot of vibration.

I have replaced that fuse three times since the tractor quit. The first two times the replacement fuze blew as soon as I turned on the switch, without the starter making a sound. The third time I replaced the 20 ampere fuze with a 25 because that was all I had left. It gave two short 'grunts' before that fuze blew.

OK, it is a short. Put a light bulb (12 V tail light 1157) in place of the fuse. This will help track the short. You can go into the pedastal and disconnect wires coming off the key switch and isolate the problem. When the bulb lights brightly there is a short. Does this help?

Wiggling wires and connections may help.
