There are only two reasons to have DPOCVs that I know of.
#1 for safety reasons as mentioned earlier.
#2 to compensate for other inferior components. Control valves, hoses would be common.
A lot of people will disagree with me, but on my top"n"tilt I have had no reason to have the DPOCVs and I absolutely would not want them on my tilt cylinder because there are times when I have my tilt cylinder in float mode and I believe that can't be done with DPOCVs.
Again, just my views, others will vary.
