An adjustable flow divider would work and you would only need one before control valve. I have a Sun Hydraulics 0-16gpm pressure compensated for my 8gpm hoe on a 23gpm circuit. Bought 2 for $50 ship incl on E-Bay, reg $85 ea. Cheap aux hydraulics.
