Where to buy lye/caustic soda/Sodium hydroxide in bulk?

And I've a science background so I was trained in PPE very early.

One of the youtube videos I ran across the tuber showed how you could pour dry lye on your hands without danger.
Not a good idea.

But then I've also read that shotgun shells and lead-acid batteries can be dangerous if mishandled.

Lye is right up there on my corrosive list. I used a version of it to get glass completely clean for many years. It will even dissolve (etch) glass.

PPE. In duplicate would be my vote.

Speaking of using lye as a stripper, be sure you get all of it off, or don't use an oil based paint. Lye and oil makes soap. I have seen paint flake off of alkaline walls in sheets. I think latex would be OK. I have no idea how alkyd base would do.
