I don't see any way that a 24hp tractor (18/19 PTO hp) would be overworked mowing 6 acres with a 60" deck.
I think a 21hp tractor (15/16 PTO hp) pulling a 60" deck is fine under ideal conditions, but marginal if you let the grass get too long or long & wet.
If money is a huge issue, then a bare bones tractor in the range of about 24 or 25 hp would be cheaper than a bare bones unit in the 30hp range, it would also be more manuverable. Be careful with tractor brands, many sell bare bones units and deluxe units. JD790 is a bare bones unit, the 4000-Ten series is a deluxe unit. NH TC30 is a bare bones unit, the NH TC29 is their deluxe unit and costs a couple thousand $ more. Kubota has a bare bones B7800 and a deluxe B2910.
Make sure you look at apples-to-apples comparisions. But don't think that a 24hp would be overworked by mowing 6 acres. I would stay away from anything smaller than that. And if budget allows, I'd go up to 30hp.
