Sounds like what has been happening here in NM, hand thinning crews from Organ and Calf would come snatch up all the work and leave a lot of money out on the table. I could not figuer out how. Then i found out that they did not have to pay workers comp and state tax if they would not stay longer than month. So they would split jobs up and never have to pay. At least thats what i could figuer out. Now I' am trying to stop this at the political level.
