I would venture a guess that they are used to cut drainage channels in wet fields. I have seen similar wheels on four wheelers for that purpose.

Around here they are used to spray levee's in rice fields. Occasionally they also will be used when spraying a crop such as soybeans after the plants have bushed out enough to prevent the passage of a normal tractor tire without crop damage.

They look like they would give awesome traction and less soil compaction than a normal width tire.

They could be Amish and not able to use rubber tires.

Back a bunch of years I had an 80 cc off road bike, locking the front brake and reving the engine did the coolest job of trenching, running water finished the job.
Also it was fun!

Three uses for them. Some times used in slow high crop work but mainly rice fields and draining low spots from fields in the spring. I have a friend that had a set on his 4020.

I've seen tree nursery's use them. Its so expensive to maintain sapling crops thus the smaller the field the more economical it is and a minimal track means more area to grow crops.
