Actually because the police is so **** corrupt that you simply need evidence... And when people arent judged fair, they will be their own judges and fight...

Next to that there is the mindset created by 80 years of communism, you had to be careful what to say in that political climate, but a traffic violation you could pay off cheap to the corrupt police officer... So traffic laws became the most disrespected in the country because it was the only rebellion you would get away with...

Wow. That explains a lot. Won't catch me on the roads over there.... Even with a dash cam. Just watching the videos makes my blood pressure rise.
