Of the half dozen different tractors that I have used on my pto generator none have required throttle adjustment for minor load changes.
No matter how many times someone post that, they just don't seem to get it!

I've never had to make throttle adjustments on my pto genset either....

Most of today's generators 30k and under have no feedback between generator and engine speed. When you get larger and you get a computerize Diesel with ECU on CAN BUSS complying to the extended J1939 variable set. Then you can have your controller, voltage regulator, engine all speaking together. Deep Sea Controllers does the best job, even the battery maintainer are CAN enabled. For really big jobs your run three gens, one off line for maintenance, one doing DEF Cleaning, one on load. The controllers slave to master so the gens can be synced and the loads handed off without power interruptions.

Honda largest inverter gasoline 6500watt is the best for efficiency, it generates DC stores it in capacitor and then converts it to AC. The capacitor let's provide a start up surge. The variable speed motor single piston just speeds up and down to the load, if your base load is high you can set it to not use variable speed.

Seems to me one these new hybrid cars now offers Gen service for your house when power is down.

Yamaha has in the past, and may still make inverter gen sets that when a heavy AC surge load is detected, they pull amps from the starter battery to cover the surge, then charge the batt. back up after the surge.

Mine is a 25 KW pto generator, I have run it with tractors at the 540 rpm pto speed,
I have also used it on 1000 rpm ptos at half rpm, some tractors could handle it with a stable frequency, some not so good.
One of my tractors has the economy mode which allows the engine to be at about 2/3's pto speedd and still be at 540 on the pto,
this is the one that I prefer to use, my second choice is a large tractor using the 1000 rpm pto at around half speed.

True...true...

...but what is the horsepower of your tractor compared to the generator, or more importantly, to the load that cycles on/off?
A 75 hp tractor running a 15kw generator with a 1 hp well pump, or a 3 hp vacuum pump, etc... that cycles on/off isn't going to move the 75 hp engine's rpm much on speed/torque curve, whereas if you're powering that generator and those loads with a 25hp motor....

I run my whole house with the tractor pictured above, including a 2hp water pump cycling on and off, plus what ever else is on? (sump pump, freezer, fridge, lights ect. going on and off)

That's with 15kw gen set and that tractor above has 12.5 pto hp... I would put a bigger tractor on it, if I was also running AC, electric stove ect., but we just aren't an "electric hog" family...

I also exercise it during the year, by having the same setup in my shop running my 220v welder off it, and you'd never know any of it is on a gen set...

Just stay with the 2 pto hp per 1,000 watts and buy a quality generator...

As far as frequency and engine RPM goes, the governor on all four of my tractors does everything that "adjusting the throttle" can do.

The throttle control pulls on a lever that is attached by a spring that pulls on the GOVERNOR! Jeeeesh people, Pay attention.

I admit, the throttle can "creep" closed due to that spring if the friction is not sufficient. I replaced the control and cable with a twist locking unit on one of the tractors for just that reason.

27HP will give you 27HP worth of electrical output.

Throw an amp clamp on your service panel to see how many kw you really need. I'm surprised at how little gets my place through the day.

20 amps continuous is a lot for a small house with nothing special going on. Electric heat up here in VT would be different. I heat with wood!
