Hello paver. I would sugest that you put a jumper cable on the battery pos. post and touch the starter with the outher end. There should be two, large lugs on your starter relay, one will have the battery cable on it, the outher goes into the starter. Touch that one with the outher end of the jumper cable. That will let you know if it's the starter, or a safty swith. You can allso touch the small terminal, with a hot wire, and it should engage the starter. I'm not fimaler with your tractor, but you should have a safty, starter swith, in the seat, on the clutch, petal and one for the gear shift. Put a jumper wire in each switch, to get it, to turn over. then remove each jumper wire one at a time. When it no longer turns over that's the switch that's not working.

AND make sure you don't run yourself over doing this!!!!

clutch blocked and in neutral.. check 3 times!!!!

As Soundguy said. It's the little things that we forget that hurt, or worse. When explaning how to do things, I seem to leave out some details. I'm so used to doing things, I don't think of them. SORRY.
