Here is how my house was done. Everything up top was framed before any exterior sheeting was installed on the basement walls. Also, when they built the walls, seams were taped, and window sill protectors installed.

I would debate this tilt up method actually being easier, but if that is the way the builder likes to do it, fine. However, I agree with the others here about having the finished product on frame work that is getting soaked....nothing good can come of that if too much moisture makes it's way into the wood. My suggestion would be to put some pressure on him to step up his schedule get your roof on asap.

I too cringed everytime it rained before my roof was up and yes I did drill lot's of holes in the Advan Tech T&G floor sheathing. Even today there is still visible stains and old long dead mildew on the floor trusses in several places in my basement from the "no roof rainfall".

One things for sure, there are a lot of arm chair quarterbacks on the Internet, so don't get too worried....

I grew up as the son of a builder, working in the family business, then built modular buildings, built one home in 2001, and recently had a custom home built by one of the top builders in the area. Everybody has different framing/sheathing/assembly styles. We used to balloon frame in my dad's business, framing walls on the floor, then sheathing them and routing out all openings before standing up. Some guys just do framing on the floor and sheath after the wall is up. Some guys frame vertical and sheath vertical. You'll get arguments and pros/cons for all approaches. I think the bottom line is that the framer and builder need to be good and confident in what they're doing so that they can stand behind their work.

Well, here goes another arm chair quarterback....

All that moisture that is getting introduced into the structure is not going to come out as quickly as it went in. And, as the house begins to be closed up (siding, roof, windows, doors), it's going to slow the drying process even more. It can come back to bite you, or at least the contractor. I've seen it several times. As was mentioned about nail pops in the siding, it will also happen with the drywall. Doors that are installed in a "swollen" house, with need to be altered later. Other finishes such as hardwood floor can be an issue.
And then there is always mold. Might be a good time to invest in good moisture meter.

I trimmed one house that had tremendous amount of rain on it while being framed. It was closed up fairly quick afterwards. Two issues that I saw first hand. One, the paint started blistering off the trim because moisture was migrating out of the framing. The other was the reveals around the doors grew larger, almost swinging past the stops. The door were shimmed and operating properly all way up until they got the HVAC going and it started drying out the house. This was an unusually extreme case, but it can happen.

You want to make sure that the insides are dry before they start installing dry wall or interior walls. Mold will grow and it will make you sick.
I don't trust OSB either especially if it gets wet.
Don't trust the contractors either. Most of them just want to get the job done and move on to the next one. One final note you need to be there when the building inspector comes by. They are there for your benefit not the builder's.
