WinXP SP2, MS Fax Services questions...

I've been trying to send a fax with no results.
When I try to send, I can hear the phone dial and then there's a series of single "beeps" spaced several seconds (4-5) apart. Eventually there is the "chirps", etc. normally associated with faxes communicating, but the "beeps" continue through this. I've never heard this tone before when the modem dials, but normally just hear the dialing and then ringing and connection sounds. Finally I get the message "no answer" and it disconnects and waits and tries again.
I've tried to disable any sounds in the fax console options but this doesn't change what I'm hearing.
Any ideas what my problem may be? Any special protocols, etc that should be enabled?

First things first. Can you verify the modem is in proper working order? Does it work for anything other than faxing?

I ask because I have seen quite a few modems recently that were fried and would dial out but not establish a connection. Since they did that, they would pass the diagnostics in windows. Replace the modem and they work fine.

My internet connection is thru the modem and direcway satellite. An old 2-way setup, with my outgoing thru the modem and return via satellite. No problems there, and no "beep" that I'm hearing when the fax program dials; only the number being dialed and connection sounds. I think this modem is about a year old, US Robotics 56K Fax Win.
I can dial the number that I need to fax with another phone and it rings and gives the tones you would expect to hear on a fax connection.
