I know it's hard to troubleshoot from a computer, but here is my issue......I am running power out to a newly built barn and I am feeding it from the panel at the house. Here is what I have going on.

I have a 200 amp service at the house
I have a 100 amp service panel in barn
I used 2-2-2-4 service entrance cable buried in conduit
I bought a DPST 100 amp breaker to put in house panel

HOUSE PANEL
I hooked the two hot (black) wires to the newly installed 100 amp breaker
I hooked the green wire to the ground bar on the right side of the panel
I hooked the neutral (black/white) wire to the neutral bar on the left side of panel
As I understand it, the neutral and ground at the house are bonded as the have continuity between the two

BARN PANEL
I hooked the two hots to the 100 main breaker
I hooked the green wire to the ground bar
I hooked the neutral to the neutral bar
I unbonded the neutral and ground at the barn, but they still have continuity between them because the neutral and ground at the house have continuity

My problem is there is no power coming out of the 100 amp breaker at the house feeding the barn. I tested the spades of the panel and they both show 125V AC, but nothing coming out of the other side of the breaker. I returned the new breaker and got another one and still no luck. Would a DPDT breaker make a difference? Thanks in advance.

Make sure that you reset the 100 amp breaker in the house panel. Push the handle to the OFF position till you hear and feel it click and then push to the ON position.

You are right!!!! My house panel is a Cutler-Hammer, which was bought out by Eaton. The original breakers are two position, on/off. The new one is 3 position and has to be reset to the off position first. Live and learn I guess. Thanks!

Almost all circuit breakers that I have ever seen have 3 positions. Assuming that we are not talking about AFCI or GFCI breakers, at the factory they test the breaker by overloading it and verifying that it trips, and most are shipped that way. So they have to be turned off and then on to be on.
