won't start

Model A won't start. New plugs and wire, rebuilt carb, getting gas out of the two compression cock valves, it pop's but wont turn over.Not sure about the idle needle valve settings and the load setting also, went buy manufacturing instructions and even tried adjusting myself. Maybe the timing?

Are you using the timing advance lever if it has one?

No, it doesn't have one. It is started by a magneto - fly wheel, I looked at the instruction for timing, but not really sure if I did it right. Early last night when trying to start it, I thought I saw some sparks coming out of the compression cock valve.
