Sounds like 19HP isn't enough to get the flywheel up and running.
Is your PTO digital? Either on or off. Mine has clutch so I can feather it on.

Max should still get it running, although 19 PTO HP isn't much for a chipper. I expect even if he does get it running, it'll bog down his tractor when he uses it...
Per his signature line, he has a 5" capacity chipper which should have a pretty good sized flywheel. Took me 24 PTO HP (with a clutch) to run a chipper with that capacity.
