This is just plain nasty stuff... and yes, no way I can take on the liability relaing to those chemicals. They will be able to recomend a solution for her. They should be able to recomend what chemicals for her to use, and how much. They can probably recomend how to rip it and compost it if chemicals are out of the question. And, thier recomendations remove liability from you(unless you try to apply the chemicals). I know poison oak has runners. If you do not kill it with chemicals, you have to get the root/runner pulled out to stop it.
