Would this work for a chain tie down point

Definitely would be using 4 chains that was never even a question, but would it have to be for separate hook on points? I was planning on using the drawbar for two chains and this front loop or what ever for two chains (obviously going to each side of the trailer)

Blue knife- good points

Doesn't need to be four different points. One in front and one in back is fine. I've always used two chains for tractors. If you mount a pintle in front of your tractor, all you have to do is flop the chain on it and bind it down, the chain can stay attached to the trailer.
