Have you tried warming it with a heat gun or hair dryer into the intake long enough to make the head warm to the touch? Try that, with the compression release turned so the warm air can go clear through.

And put the charger on it, so the battery will be warm when you crank it, and to assist cranking.

I wonder if the decompression lever is not closing completely? If you have air fuel and compression it should fire. Did you replace the head gasket? Or has the head not been pulled?

The decompression lever I thought of that to. New Rings so it's been pulled. Linkage backwards? The Decompression shaft should be pointing straight up. Coming out of the valve cover. Turn it to the left and downwards and it's on "Holding the Valves open" back straight up is off. I remember putting it on wrong myself checking my valve clearance..

New head gasket. Decompression linkage is correct. Just plain frustrating.

Something sure isn't right. By your statement, you didn't remove anything to get it out of time
If it isn't out of time, and getting good compression, good fuel, then it should fire up !

I agree with kenMac. If it started before and ran and you have not touched the pump then it should be fueling close enough to start, and probably run fine. Assuming you have the right parts and the gasket was installed undamaged and torqued right, with new fuel it will start??

You didnt re use a head gasket did you?

No, used a new head gasket. Could the injectors need to be changed? Before I overhauled it, I could only get it to start with a shot of ether(I know not good for the two cylinders).

You stated in post #36 you replaced the rings. Have you used starting fluid since then? These little engines won't tolerate it.

I'm sure you paid attention to the ring gaps . that they were offset.
Just trying to come up with something here, as all you need is fuel, good compression, timing
You said you didn't fool with the timing, but you replaced rings and head gasket which are the two things that would keep it from having good compression
